Welcome to Issue #15 of The Obligated. Every week I monitor USASpending.gov, congressional stock disclosures, and SEC insider filings to find the 3 signals hiding in plain sight. The government publishes billions of dollars of market-moving information every day. Almost nobody reads it.

🟢  SIGNAL #1 — FREE THIS WEEK

$HII

Huntington Ingalls Industries, Inc. · NYSE · Market cap ≈ $16.5 billion

WHAT HAPPENED

On September 4, 2026, the Navy awarded Huntington Ingalls Industries a $336.1 million contract for advance procurement of long-lead-time materials — including reactor components, heavy forgings, and propulsion hardware — for the future USS William J. Clinton (CVN 82), the fifth Ford-class aircraft carrier. The award was posted to War.gov the same day and picked up within 48 hours by defense trade outlets (Naval Technology, Army Recognition, Defence Blog); as of this writing, no mainstream financial outlet has tied the award to HII's stock.

WHY IT MATTERS

The $336.1 million award equals roughly 2% of Huntington Ingalls' market cap and about 2.5% of its trailing-twelve-month revenue of $13.2 billion — a meaningful single contract action for a company this size, especially one that isn't a one-time payment. It's advance funding tied to a carrier construction program that runs through March 2039, which extends Newport News Shipbuilding's visible backlog by another decade-plus. Advance procurement contracts like this one typically precede the much larger detail-design and construction contract by one to three years.

WHAT TO WATCH

Watch for the full construction contract award for CVN 82, and listen for backlog commentary on HII's Q3 2026 earnings call, expected in late October, to see whether management flags this award as incremental to prior guidance.

🟡  SIGNAL #2 — PAID SUBSCRIBERS ONLY

$NOC

Northrop Grumman Corporation · NYSE · Market cap ≈ $80 billion

WHAT HAPPENED

On September 3, 2026, the Army signed a five-year framework contract with Northrop Grumman worth up to $862.8 million for precision-guidance artillery kits — the largest single publicly-traded-company contract posted to War.gov all week. Only one bid was received for the award. What makes this one different from the routine artillery orders Northrop has picked up all year is...

🔴  SIGNAL #3 — PAID SUBSCRIBERS ONLY

$LHX

L3Harris Technologies, Inc. · NYSE · Market cap ≈ $59 billion

WHAT HAPPENED

On September 4, 2026, the Navy modified L3Harris's contract for submarine periscope replacements — officially called "low-profile photonics masts" — by $139 million, funded almost entirely with fiscal year 2026 procurement dollars rather than R&D money. That funding mix is the tell, because...

📋  WEEKLY RECOMPETE WATCHLIST — PAID SUBSCRIBERS ONLY

Contracts expiring in the next 90 days. These companies are about to win or lose revenue — before any press release.

  • 🔒 $BAH — Navigation & civil-works data-analysis IDIQ (U.S. Army Corps of Engineers) — expires September 2026

Editor's note: our standard five-contract watchlist draws on USASpending.gov period-of-performance data pulled fresh each week. This week's automated pull surfaced one verified near-term expiration tied to a public ticker (above). The remaining four slots need a deeper USASpending contract-expiration query than this run had time for — rather than guess, we're leaving them out. Full five-contract watchlist resumes next issue.
