Welcome to Issue #12 of The Obligated. Every week I monitor USASpending.gov, congressional stock disclosures, and SEC insider filings to find the 3 signals hiding in plain sight. The government publishes billions of dollars of market-moving information every day. Almost nobody reads it.
🟢 SIGNAL #1 — FREE THIS WEEK
$DRS
Leonardo DRS, Inc. · NASDAQ · ~$12.1B market cap
WHAT HAPPENED
On Aug. 12, 2026, the Navy awarded Leonardo DRS Airborne and Intelligence Systems a $39.6 million firm-fixed-price, cost-plus-fixed-fee contract to build and deliver up to 55 Joint Tactical Terminal transceiver units for the F/A-18E/F Super Hornet and EA-18G Growler fleets. The award was posted to War.gov's daily contracts list the same day. As of this writing, it has not been picked up by any mainstream financial outlet.
WHY IT MATTERS
At $39.6 million, this single award is roughly 0.3% of DRS's market cap — small next to a Boeing or Lockheed Martin contract, but a real number for a company DRS's size, and it's tied to a recurring production line rather than a one-time payout. It also lands the same month DRS picked up spots on two much larger Pentagon vehicles: the Missile Defense Agency's SHIELD IDIQ and the Air Force's ATSP5 rapid-technology program. Individually, none of these is a blockbuster. Together, they point to a defense-tech supplier quietly widening its footprint across tactical communications, missile defense, and space sensors.
WHAT TO WATCH
Watch for the first task orders issued under the SHIELD and ATSP5 vehicles over the next 30-90 days, and listen for backlog commentary tied to those newer contract vehicles on DRS's next quarterly earnings call.

That kind of action usually means...
