Welcome to Issue #21 of The Obligated. Every week I monitor USASpending.gov, War.gov, congressional stock disclosures, and SEC insider filings to find the 3 signals hiding in plain sight. The government publishes billions of dollars of market-moving information every day. Almost nobody reads it.

🟢  SIGNAL #1 — FREE THIS WEEK

$RTX

RTX Corporation  ·  NYSE  ·  ~$252 billion market cap

WHAT HAPPENED

On October 13, 2026, the Air Force Nuclear Weapons Center at Hanscom Air Force Base posted a sole-source, indefinite-delivery/indefinite-quantity contract with an $8 billion ceiling to Raytheon, an RTX business, for developmental modernization and production restart of the Air Force’s Strategic Communications Terminals (contract FA2293-27-D-B001), with work running through October 2036. Only $800,000 was obligated at signing — the rest depends on future orders. The same day, War.gov separately posted a $729 million award to Raytheon for Low, Slow, Small Unmanned Aircraft Integrated Defeat System (LIDS) counter-drone equipment bound for the U.S. Army, Qatar, and Jordan. Defense trade outlets (GovCon Wire, Military Aerospace) covered both within 24 hours of the War.gov posting; neither has shown up yet in mainstream financial press beyond a couple of aggregator posts.

WHY IT MATTERS

The $8 billion ceiling equals roughly 3% of RTX’s entire market capitalization — but an IDIQ ceiling is a spending cap, not booked revenue. What RTX actually collects depends on individual task orders the Air Force places against it over the contract’s 10-year life. The $729 million LIDS order is different: it’s fully obligated today, and it adds directly to RTX’s backlog in a counter-drone product line that multiple governments are currently placing repeat orders for.

WHAT TO WATCH

Check war.gov’s daily contracts page over the next 90 days for follow-on task orders citing FA2293-27-D-B001 — that will show how much of the $8 billion ceiling is converting into real spend. Listen for backlog commentary on RTX’s next earnings call, expected in late January 2027.

$LDOS

Leidos Holdings, Inc.  ·  NYSE  ·  ~$15.4 billion market cap

WHAT HAPPENED

On October 13, 2026, the Defense Health Agency quietly handed Leidos a sole-source bridge contract worth nearly $318 million to keep the Pentagon’s electronic health record system running while the agency restructures who manages the program going forward — a deal worth more than 2% of Leidos’s entire market cap on its own. It comes with a detail about who else is contractually stuck relying on Leidos through the transition, and for how long, that most of the coverage so far has buried...
