Welcome to Issue #22 of The Obligated. Every week I monitor USASpending.gov, congressional stock disclosures, and SEC insider filings to find the 3 signals hiding in plain sight. The government publishes billions of dollars of market-moving information every day. Almost nobody reads it.
🟢 SIGNAL #1 — FREE THIS WEEK
$FLR
Fluor Corporation · NYSE · ~$6.3B market cap
WHAT HAPPENED
On Oct. 23, 2026, War.gov posted a $2,409,077,590 cost-plus-fixed-fee contract modification to Fluor Marine Propulsion LLC, Fluor's wholly owned subsidiary that operates the Naval Nuclear Laboratory for the Navy and the Energy Department's National Nuclear Security Administration. The work supports the engineering and technical infrastructure behind the Navy's nuclear-powered submarines and aircraft carriers, split across Pittsburgh, PA (47%), Schenectady, NY (45%), and Idaho Falls, ID (8%). As of this writing, the award has been picked up by defense trade outlets (ClearanceJobs, GuruFocus, Pulse2) but not yet by the mainstream financial press.
WHY IT MATTERS
$2.41 billion against a $6.3 billion market cap works out to roughly 38% of Fluor's entire market value — one of the largest contract-to-market-cap ratios War.gov has posted all year. Two caveats temper the headline number: this is a modification adding funding to a multi-year Naval Nuclear Laboratory management contract that Fluor has held since 2018 and extended in 2023 (with options that could eventually bring the total above $10 billion), so it is recurring revenue rather than a brand-new line of business. The work is also cost-reimbursable, meaning Fluor collects a fixed fee on top of reimbursed costs — so the bottom-line (profit) impact is far smaller than the $2.41 billion top-line figure implies.
WHAT TO WATCH
Fluor's next earnings call for government-segment backlog commentary tied to this contract vehicle, and whether the Naval Sea Systems Command exercises additional options in Q1 2027 under the same multi-year agreement.

Leidos Holdings · NYSE · ~$15.5B market cap
WHAT HAPPENED
On Oct. 22, 2026, U.S. Cyber Command selected Leidos for a five-year, $160 million full-spectrum cyber operations contract to help secure and defend the Department of War Information Network. What's notable is how Leidos won it — by leaning on a 2025 acquisition that the market still hasn't connected to this program, which is...
