Welcome to Issue #20 of The Obligated. Every week I monitor USASpending.gov, congressional stock disclosures, and SEC insider filings to find the 3 signals hiding in plain sight. The government publishes billions of dollars of market-moving information every day. Almost nobody reads it.

🟢 SIGNAL #1 — FREE THIS WEEK

$GD

General Dynamics Corporation · NYSE · Market cap ≈ $89 billion

WHAT HAPPENED

On Oct. 9, 2026, the Department of War posted an $88,064,639 ceiling-increase modification to a General Dynamics Mission Systems contract supporting the Space Development Agency's Proliferated Warfighter Space Architecture (PWSA) — specifically, ground-segment systems engineering for the "Tracking and Transport" satellite layer. The modification lifts the contract's cumulative value from $1.1555 billion to $1.2436 billion, with $58.4 million in fiscal 2026 R&D funds obligated immediately. As of this writing, the award has only been noted by specialist government-contracting trade outlets — it has not yet shown up in the financial wires that track General Dynamics stock.

WHY IT MATTERS

On its own, $88 million is small — about 0.1% of General Dynamics' $89 billion market cap and less than 0.2% of its 2025 revenue. But it's the latest in a pattern: this is at least the third upward modification to this specific PWSA ground-segment contract in 2026, on top of separate, larger Space Development Agency awards General Dynamics has picked up this year for related tracking-and-transport ground work. Recurring, sole-source modifications on a cost-plus contract are typically a sign that an agency is still scaling a program rather than winding one down — in this case, the satellite ground infrastructure that underpins the Pentagon's missile-warning and missile-tracking push (the architecture layer referenced in "Golden Dome"-style missile-defense planning).

WHAT TO WATCH

Watch for whether the Space Development Agency issues a larger Tranche 3 ground-segment award in Q4 2026 or Q1 2027, and whether General Dynamics breaks out space/ground-segment backlog separately on its Q4 earnings call, expected in late January 2027.
