Four days later, on July 13, the Navy modified an existing L3Harris contract by $70.8 million for equipment, components, and engineering support; a second $11.9 million Navy spares modification followed on July 17. Both awards were posted to War.gov. WHY IT MATTERS The combined $82.7 million in Navy contract actions is a small fraction of L3Harris's roughly $22 billion in annual revenue, but it continues a steady run of sustainment awards to the company's Navy-facing electronics and engineering lines. What stands out is the sequencing: McCormick's committee assignments put him in direct oversight of the tactical air, land, and space programs L3Harris serves, and his purchase was filed before either Navy contract action became public — and just days before President Trump invoked the Defense Production Act to address weapons-production constraints, per reporting on the filing. WHAT TO WATCH Watch War.gov's daily contract postings for additional L3Harris awards tied to the Navy's tactical and space portfolios over the next 30-90 days, and monitor Capitol Trades for follow-on disclosures from McCormick or other Armed Services and Science, Space and Technology Committee members. SIGNAL #2 — PAID SUBSCRIBERS ONLY $LMT Lockheed Martin Corporation · NYSE · ≈$123B market cap WHAT HAPPENED On July 15, 2026, the Army handed Lockheed Martin a $439.39 million undefinitized contract action for ATACMS guided missiles and launching assemblies — funded entirely through Foreign Military Sales dollars earmarked for Taiwan. It was one of three separate Lockheed awards posted to War.gov that same week, including a $1.6 billion Navy order for F-35 spares and a $10.53 billion USSOCOM logistics-support ceiling.
