Every week I monitor USASpending.gov, congressional stock disclosures, and SEC insider filings to find the 3 signals hiding in plain sight. The government publishes billions of dollars of market-moving information every day. Almost nobody reads it

🟢 SIGNAL #1 — FREE THIS WEEK $HYLN Hyliion Holdings Corp.

NYSE American · ~$663 million market cap

WHAT HAPPENED The U.S. Navy's Office of Naval Research awarded Hyliion Holdings a $41,699,946 cost-plus-fixed-fee contract, posted to War.gov on July 21, 2026. The award funds design, development, testing, and delivery of 2-megawatt and 3-megawatt KARNO power generation units, with work centered in Cedar Park, Texas, through July 2029. Hyliion issued its own release the same week, and it picked up light coverage from wire aggregators — but no deep-dive analysis from major financial media yet.

WHY IT MATTERS At $41.7 million, this single award equals roughly 6% of Hyliion's entire market capitalization — one of the largest contract-to-market-cap ratios of any public company in this week's War.gov releases. It's also a meaningful scale-up: in 2025, the Navy gave Hyliion a $1.5 million SBIR Phase II award to prove out the same generator technology. Moving from a $1.5 million prototype contract to a $41.7 million production-track award in about a year suggests the Navy is shifting from evaluating Hyliion's KARNO technology to actually deploying it for shipboard and stationary power.

WHAT TO WATCH Watch for additional Navy or other-service orders referencing KARNO over the next 30-90 days, and listen for management commentary on defense-revenue contribution when Hyliion reports Q3 2026 earnings this fall.

SIGNAL #2 — PAID SUBSCRIBERS ONLY

WHAT HAPPENED On July 23, 2026, U.S. Army Contracting Command at Aberdeen Proving Ground awarded CAE USA a $257,886,133 contract to train pilots on the Bombardier Global 6500 — a plane the Army uses for a highly specialized surveillance and reconnaissance program. Only one bid was solicited and one was received, and the work runs through March 2032. What makes this award unusual is…

SIGNAL #3 — PAID SUBSCRIBERS ONLY

$LH Labcorp Holdings Inc. · NYSE · ~$21.5 billion market cap

WHAT HAPPENED On July 22, 2026, the Defense Health Agency awarded Labcorp a $364,702,439 single-award contract to run clinical reference lab testing for military treatment facilities worldwide. The deal carries a five-year base period plus a five-year option that could extend it to 2036 — but it's the way the option period is structured, combined with what's happening elsewhere in Labcorp's federal book, that's the real story...
